Dustin is a Senior Civil Engineer with EBMUD in Oakland where he manages the Pipeline Rebuild Program overseeing the design and project management of various water distribution pipeline replacement projects across the service area. He has experience in the private and public sectors and has worked on a variety of environmental and civil engineering related projects. Dustin holds a B.S. and M.S. in civil and environmental engineering from UC Davis and is a registered Civil Engineer licensed in the State of California.

Alexandra works for HydroScience Engineers as a civil infrastructure design engineer with experience in pipelines, detention basins, grading/earthwork, and land development site design for both public agencies and private developers. She has prepared plans, specifications, and cost estimates for a variety of projects throughout Northern and Southern California. Alexandra has trenchless pipeline design, pipeline inspection, and construction administration experience. Alexandra holds a B.S. in Civil and Environmental Engineering from the University of California, Berkeley.

With nearly two decades of experience, Adam is a civil infrastructure design engineer specializing in pipeline design/rehabilitation and civil site design. With broad experience working for both public agencies and private developers, he has prepared plans, specifications, and cost estimates for a variety of projects throughout Northern California and has also assisted with Construction Management and Inspection activities.  Adam currently assists in leading BKF’s water resources group while also managing projects and serving clients to help tackle a wide range of technical challenges related to water, sewer, and stormwater projects.  He holds a B.S. in Civil Engineering from Cal Poly San Luis Obispo and is a registered Civil Engineer licensed in the State of California.  Adam is passionate about improving our nation’s water infrastructure and is honored to serve on this Board to help us all share information throughout the industry so that we can all benefit and grow from our experiences.

James is a civil infrastructure design engineer with a wide range of experience including gravity and pressure pipeline condition assessment and design, trenchless installation and rehab methodologies, I/I studies, pump station/plant design, hydraulic analyses, design drawing, cost estimating, scheduling, and GIS mapping. He is also the quality control manager for his company in Walnut Creek. In addition to working as an engineer and managing projects in the USA, he spent 5 years living in Democratic Republic of the Congo, managing an emergency water and sanitation response program for the International Rescue Committee. James received his bachelor and master’s degree from UC Davis, is NASSCO PACP certified and is a CA registered Civil Engineer.

Fidel Salamanca is the Water Engineering Director for Northern California with Harris & Associates, his project experience is focused on wet utilities and includes developing designs and conducting hydraulic analyses for pipelines, pumping facilities and flood protection measures. He has experience preparing design plans and specifications for a variety of pipeline installation methods including; pipe bursting, horizontal directional drilling, cast-in-place pipe, geopolymer spray-on liners, jack and bore and traditional open-cut. Fidel is passionate about water and making a positive impact on the communities he serves. Fidel holds a B.S Civil Engineering from Cal Poly San Luis Obispo and is a registered Civil Engineer licensed in the State of California.

Nancy has nearly 40 years of experience in infrastructure design and construction. Her primary focus for the last 20 years has been pipeline design including open-cut and trenchless construction in both the public and private sector. She is currently a Senior Civil Engineer for Solano Irrigation District providing pipeline design for in-house construction, managing pipeline construction projects   built by contractors, development review, CIP management and engineering support for maintenance and operations.
