Adam Brown, P.E.ChairArea Lead – W/WW With nearly two decades of experience, Adam is a civil infrastructure design engineer specializing in pipeline design/rehabilitation and civil site design. With broad experience working for both public agencies and private developers, he has prepared plans, specifications, and cost estimates for a variety of projects throughout Northern California and has also assisted with Construction Management and Inspection activities. Adam currently assists in leading BKF’s water resources group while also managing projects and serving clients to help tackle a wide range of technical challenges related to water, sewer, and stormwater projects. He holds a B.S. in Civil Engineering from Cal Poly San Luis Obispo and is a registered Civil Engineer licensed in the State of California. Adam is passionate about improving our nation’s water infrastructure and is honored to serve on this Board to help us all share information throughout the industry so that we can all benefit and grow from our experiences. |

James Kohne, P.E.Vice ChairCivil/Environmental Engineer James is a civil infrastructure design engineer with a wide range of experience including gravity and pressure pipeline condition assessment and design, trenchless installation and rehab methodologies, I/I studies, pump station/plant design, hydraulic analyses, design drawing, cost estimating, scheduling, and GIS mapping. He is also the quality control manager for his company in Walnut Creek. In addition to working as an engineer and managing projects in the USA, he spent 5 years living in Democratic Republic of the Congo, managing an emergency water and sanitation response program for the International Rescue Committee. James received his bachelor and master’s degree from UC Davis, is NASSCO PACP certified and is a CA registered Civil Engineer. |

Fidel Salamanca, P.E.TreasurerDirector, Water Engineering Fidel Salamanca is the Water Engineering Director for Northern California with Harris & Associates, his project experience is focused on wet utilities and includes developing designs and conducting hydraulic analyses for pipelines, pumping facilities and flood protection measures. He has experience preparing design plans and specifications for a variety of pipeline installation methods including; pipe bursting, horizontal directional drilling, cast-in-place pipe, geopolymer spray-on liners, jack and bore and traditional open-cut. Fidel is passionate about water and making a positive impact on the communities he serves. Fidel holds a B.S Civil Engineering from Cal Poly San Luis Obispo and is a registered Civil Engineer licensed in the State of California. |

Kingsley Kuang, P.E.SecretaryAssociate Civil Engineer Kingsley is an Associate Civil Engineer at EBMUD in the Pipeline Rebuild section, where he is a project manager for water distribution pipeline replacement projects across EBMUD’s service area. He has over 15 years of experience in the water, wastewater, and recycled water industry across the Greater Bay Area Region. He has a passion for collaborating with engineers, field staff, and other industry professionals to solve complex problems. Kingsley holds a B.S. in Civil and Environmental Engineering from UC Berkeley, and an M.S. in Environmental Engineering from San Jose State University.

Dorothy BechlerCommunications OfficerAssistant Engineer Dorothy is an Assistant Engineer in the Capital Projects division at Central San. She has experience working in wastewater and land development in the San Francisco Bay Area. At Central San, she designs and manages collection system pipeline rehabilitation projects, many of which involve trenchless technologies and complex easement areas. She is passionate about public outreach related to sewer infrastructure. Dorothy holds a B.S. in Civil Engineering from UC Berkeley. Go Bears! |

Dustin La Vallee, P.E.Past ChairSenior Civil Engineer Dustin is a Senior Civil Engineer with EBMUD in Oakland where he manages the Pipeline Rebuild Program overseeing the design and project management of various water distribution pipeline replacement projects across the service area. He has experience in the private and public sectors and has worked on a variety of environmental and civil engineering related projects. Dustin holds a B.S. and M.S. in civil and environmental engineering from UC Davis and is a registered Civil Engineer licensed in the State of California. |

Dustin Rainey, P.E.At-Large RepresentativeCivil Engineer Dustin has worked on water and wastewater projects across California, in Utah and New Mexico. With B.S. in Civil Engineering from CSU Chico, he is a licensed P.E. in Utah, and has over a decade of experience in engineering and operations roles. He started his career in utility operations; in the field working on a Leak Truck repairing water services and water mains before moving into the office to design water main extensions, replacements, and transmission pipelines. He has experience with open cut and trenchless pipeline installation methods, wells, pump and motor replacements, control valves, pump station design, reservoirs and tanks, and yard pipe designs at water and wastewater treatment plants. Experience also includes utility management, as an Interim Superintendent running the Production Department for Cal Water’s, San Carlos, San Mateo, and South San Francisco water systems. Dustin is currently a Conveyance Engineer with Jacobs, designing water and wastewater pipeline projects. He is passionate about the hidden infrastructure that supports how we live our lives; making sure it is safe, reliable, and designing and building new infrastructure and improvements for the future. |
