Managing Engineer for Water and Wastewater Infrastructure
Bob Allen is the Managing Engineer for the Water and Wastewater Infrastructure Group for Trident Environmental and Engineering, Inc. He manages the technical marketing support for projects involving infrastructure design and construction; manages the design document preparation for civil site development and improvements, yard piping design, and process pipeline design; and performs quality assurance reviews for site design and construction. Bob has a B.S. in Mechanical Engineering from New Mexico State University in Las Cruces, NM and an M.S. in Civil Engineering from the University of California in Berkeley, CA. He is a registered Civil Engineer in the State of California.
Nancy McWilliams, P.E.
Senior Civil Engineer
Nancy’s role as Senior Civil Engineer for Solano Irrigation District includes providing engineering support for maintenance and operations, improvement plan preparation for in-house construction, development review, and CIP management.
Dustin La Vallee, P.E.

Dustin is an Associate Civil Engineer with EBMUD in Oakland where he works on the design and project management of various water distribution pipeline and infrastructure projects. He has experience in the private and public sectors and has worked on a variety of environmental and civil engineering related projects. Dustin holds a B.S. and M.S. in civil and environmental engineering from UC Davis and is a registered Civil Engineer licensed in the State of California.
Alexandra Watson, E.I.T.
Alexandra works for HydroScience Engineers as a civil infrastructure design engineer with experience in pipelines, detention basins, grading/earthwork, and land development site design for both public agencies and private developers. She has prepared plans, specifications, and cost estimates for a variety of projects throughout Northern and Southern California. Alexandra has trenchless pipeline design, pipeline inspection, and construction administration experience. Alexandra holds a B.S. in Civil and Environmental Engineering from the University of California, Berkeley.
Adam Brown, P.E.
Senior Engineer II
Adam is a civil infrastructure design engineer with experience in pipelines, lift/pump stations, detention basins, grading/earthwork, low impact development, and civil site design for both public agencies and private developers. He has prepared plans, specifications, and cost estimates for a variety of projects throughout Northern California including trenchless pipeline construction and rehabilitation methods. His experience includes project management and construction support services as well as extensive experience with Autodesk Civil 3D. Adam holds a B.S. in Civil Engineering from Cal Poly San Luis Obispo and is a registered Civil Engineer licensed in the State of California.
James Kohne, P.E.
James is a civil infrastructure design engineer with a wide range of experience including gravity and pressure pipeline condition assessment and design, trenchless installation and rehab methodologies, I/I studies, pump station/plant design, hydraulic analyses, design drawing, cost estimating, scheduling, and GIS mapping. He is also the quality control manager for his company in Walnut Creek. In addition to working as an engineer and managing projects in the USA, he spent 5 years living in Democratic Republic of the Congo, managing an emergency water and sanitation response program for the International Rescue Committee. James received his bachelor and master’s degree from UC Davis, is NASSCO PACP certified and is a CA registered Civil Engineer.
Jimmy Dang, P.E.
Jimmy manages the Engineering Department and Safety program. His role involves administering the Capital and Renewal & Replacement programs for the treatment plant and collection system and remote site lift stations, overseeing the long-term engineering planning for the District, preparing design documents, managing construction and the Geographic Information System (GIS) and Asset Management programs, issuing permits for construction, repairs, and annexations, and reviewing plans and specifications.
